KADHAFI : L’ARROGANT ?
Le libyen Mouammar Kadhafi a encore fait irruption sur la scène politique africaine.
C’était vendredi le 18 janvier 2008, à Ouagadougou, lors du 33ième sommet des Chefs d’Etat de la Communauté économique des Etats d'Afrique de l'Ouest (CEDEAO).Dans son discours, il est revenu sur la seule idée géniale qu’il exhibe depuis plusieurs années, pour se donner une présence et une visibilité sur le continent : les Etats-Unis d’Afrique.
Sur les raisons qui devraient accélérer la mise sur pied des Etats-Unis d’Afrique, l’on ne peut nier les arguments avancés ; tous font la quasi-unanimité. En effet, selon le leader libyen, l’on a "plusieurs Darfour" en Afrique. Si le continent ne s'unit pas rapidement, le reste de l’Afrique pourra s’embraser. "Le Darfour (Soudan) en est un exemple mais c'est contagieux. Il y aura plusieurs « Darfour » en Afrique. Et au Kenya (secoué par des violences post-électorales, cf notre article du 06 janvier 2008 « la responsabilité des leaders politiques dans la gestion de l’après élections »), la lutte est en train de devenir ethnique, tribale, car l'Etat n'est plus capable de répondre aux défis", a-t-il poursuivi.
Autre argument, "L'Etat nation va disparaître. On ne peut plus, en tant que petites entités, relever les défis. Si elle continue, l'Afrique va voir ses Etats nations aller à la perdition". En clair, "l'Afrique va devenir un terrain de conflits, de luttes tribales et les Etats du monde vont intervenir encore une fois pour assurer leurs intérêts".
Nous sommes condamnés. Merci M. Kadhafi de nous en avertir.
Je me pose une question. Etait-il invité spécial de se sommet pour répéter un discours connu et claironné depuis plusieurs années ? Au même moment, ce « grand visionnaire », adopte des mesures, signe des contrats qui ne matérialisent en rien ses idées.Cela commence à ressembler à « l’arrogance libyenne », pourquoi ?
Au moment où l’on a besoin de moins de 5 milliards d’euros pour donner un élan au NEPAD, ou simplement à l’énergie, aux routes, le dirigeant libyen préfère faire la cour à Sarkozy pour acheter des rafales militaires. Je voudrais ajouter qu’il a réussi l’exploit d’acheter des rafales dont aucun pays au monde n’est demandeur depuis qu’elles sont sorties des usines Dassault.
A quoi vont servir ces rafales dont le coût équivaut au budget de plus de 10 pays de la CEDEAO ? Jusqu’à sa récente visite en France, j’ignorais que la Libye avait un tel trésor. Lorsqu’il faut se redonner une crédibilité internationale, on prend soin de laisser ce « machin », les Etats-Unis d’Afrique, là où il doit être, en Afrique.
Se faire inviter à chaque sommet pour jouer sa petite partition et nous donner des leçons sur l’unité africaine, c’est vraiment culotté de la part d’un pays qui n’a pas encore défini sa posture régionale(arabe) et qui émet des doutes sur sa réelle volonté à s’unir aux pays africains. J’aimerais que l’on nous présente un projet panafricaniste , qui équivaut juste au prix d’une rafale, financé par ce pays riche en bons discours et pingre en actes.
A contrario, je ne m’alignerais pas sur la critique faite au leader libyen, en ce qui concerne l’expulsion des immigrés dans son pays. Comme l’a dit son maître, la Libye ne peut pas accueillir toute la misère du monde. Elle doit décider de sa politique d’immigration. Je ne pense pas que les africains soient très demandeurs d’un exil économique en Libye. C’est la misère qui nous y pousse, et en général c’est juste un pays de transit.
Si Kadhafi se décide enfin à investir en Afrique dans des projets estampillés « NEPAD »,
au lieu de financer la moribonde industrie française, alors il pourra expulser qui il veut, sans comptes à rendre, et surtout donner une crédibilité à son idée. Il peut penser qu’à la limite son pays n’a pas besoin de l’unité africaine, c’est son droit, seul l’après pétrole nous le dira. Mais les africains veulent l’unité, mais comment la faire sans commencer par les grands travaux préliminaires présentés par le NEPAD ?
En outre, Kadhafi peut financer n’importe quelle industrie au monde, personne ne peut lui contester ce droit. Mais au moins, s’il limite son action en Afrique au verbiage et aux dons de kola, il faudrait qu’il nous épargne de ses fanfaronnades et mises en scènes sans utilité pour les pays africains.
